Bank of America (company) and Citibank both provide this. Yes, its offered to anywhere a Society for Worldwide Interbank Financial Telecommunication (SWIFT) (SWIFT) Wire Transfer can go from the USA. They don't necessarily need a relationship with all the overseas banks, the correspondent banking relationship would take care of that.
