Canadian MSB registration can be part of a stablecoin business's regulatory structure, but you need to match it to the activities your company will actually perform.

FINTRAC registration addresses Canada's anti-money-laundering framework for money services businesses. It brings obligations such as a compliance program, client identification, recordkeeping and reporting. FINTRAC explicitly says it does not issue licences. Calling the registration a “Canadian MSB licence” can create expectations it does not support. (Source: FINTRAC guidance)

You must also assess the Bank of Canada's Retail Payment Activities Act framework separately. A platform's fiat payment activities may fall within that regime, depending on its functions, geographic connection and applicable exclusions. Using stablecoins elsewhere in the transaction does not settle the question. (Source: Bank of Canada registration criteria)

If you plan to serve US customers, assess the US requirements separately too. Federal money-services rules and state licensing requirements may apply, depending on your activities and structure. Neither Canadian registration nor US incorporation replaces that analysis. FinCEN's virtual-currency guidance focuses on what the business actually does, including applicable exclusions and exemptions. (Source: FinCEN guidance)

I would start with a diagram showing the entities, customer locations and movement of fiat and stablecoins. Establish the permissions needed for that model before choosing a registration or acquiring a company.
