Yes, Circle Internet Financial, or Circle for short is a licensed Money Services Business (MSB) in the United States and has the necessary licensed. In the UK, Circle UK Trading Limited is licensed by Financial Conduct Authority, Reference No. 900480.

They do a pretty bad job of not showing up the license information on their website, as required by law.
