If the U.S. heavily regulates Bitcoin, would it create opportunities for other countries?

US has already started regulating Bitcoins. FinCEN now required Bitcoins exchanges be registered as a Money Service Business with them.

Banning Bitcoins will just make it more difficult to trade into (i.e. Buy/Sell) Bitcoins onto other payment instruments.
