How can payments be processed between banks in an app, similar to Visa, using ACH or another network?

If you have access to interbank networks (ATMs) then you could ride on those rails and do the same, but it would mean getting into agreements with various networks and banks for this.

ACH is the other recommended route as Kaz Nejatian has cited.
