How can a startup accept credit cards in the US without an SSN or credit history?

Search for 3rd party payment providers (3PP), they would be able to provide you with merchant processing without the need of a US SSN, the only downside is that rates are much higher.

As an example, check out www.2checkout.com (no affiliation with them).
