Walk into a bank, say you are a foreigner and would like to open an account. They would ask you for a mailing address, you can provide your friends/family address and tell them to hold all mail. Or alternatively, opt for a mail forwarding service.
They would most likely ask for an initial deposit, no harm in taking US$ 1,000 in cash to get the account up and running.
