As the person issuing the check, can I restrict how long the recipient has to deposit it?

No. Depending on which country you are banking in, cheques typically have 6 month validity period from the date as inscribed on the cheque. The alternative, is to send a cashier's cheque (or equivalent) across, in which case, the money would be debited to your account.
