Depends where in the world you are. In most cases yes. Sometimes they are directly governed, ie regulated, sometimes it is a result of hand me down policy, that is when your acquiring bank or upstream processor may require you to adhere to a defined ruleset.

If you are touching the money, chances are you'd be directly regulated.
